![]() ![]() When this is not possible, they shall provide such information upon the consumer's request. ![]() (2) Consumers shall not be refused access to services online on grounds of their Member State of residence unless the refusal is justified by objective criteria in accordance to the Commission Staff Working Document with a view to establishing guidance on the application of Article 20(2) of Directive 2006/123/EC on services in the internal market ('the Services Directive').13 Where possible, traders shall inform consumers of this justification for non-delivery of a service into certain territories in the information that they make available to the public at large. (1) Consumers who wish to acquire online services12 in another Member State shall be granted access by traders to public information on the conditions of access.
